As per  Para (d)(ii) of SB order NO. 2/2008 and F.No.
116-09 / 2007 –SB , Govt. of India, Ministry of communications and IT
Department of Posts(FS Division ) Dated 04.02.2008
“no 
SBCO staff will be utilized for any Postal operations”.  It is the responsibility of Divisional
Head.  
It has come to our notice that  some unauthorized 
Association  / Union has been acting as agent of the of
the Administration. They  have been
trying to paralyze the local Audit function of SBCO  to encourage the 
fraudulent activities  by their friends.  Some of the instances are 
given below   to create  awareness 
among the SBCO staff specially new comers.
1.      
In many places ( Baruipore, Burdwan etc.)
journals are being   prepared  by the SBCO staff  with the order of  SSPOs/SPOs/PM 
which is highly contradictory to the CO/Dte.’s  SB order 
No. 2/2008.  
2.      
Six monthly list of balances in respect  of RD,MIS, SCSS  A/Cs 
 do not send by the SPMs  to the SBCO for  verification of the same.
3.      
In most of the offices returns for non SB
categories (RD, MIS, SCSS) did not submitted by the SOSB Branch  
resulting thousands of crores of money  have been left behind unaudited 
by the SBCO.
4.      
Frauds are being committed by PA, Postal  and the responsibility is being imposed upon
the SBCO staff with plea   of negligence of duty.
5.      
SBCO has to certify the  non
agreed data  to be migrated  to CBS 
under pressure from SPO/PM.

points  should be borne in mind in
respect of  return received from SOSB Branch:

Receipt of  documents from the Head
Office(V.L.):
(i)                 
LOT  &
voucher in alphabetical order.
(ii)               
Consolidated journal  of deposits and withdrawals .
(iii)              
Debit/ Credit reports.
  The SOSB 
Branch will  prepare the journal
and tallied the figure with cash book 
before handing over 
the voucher list.

Para 7(a) and (b).: SBCOs working on V2SBCO:
 The SBCO will have
to feed data  in respect of RD/MIS/SCSS
accounts  from LOTs to generate  consolidated Journal.
 It  is
not for this Circle.
All SBCO staff
will write to AO,ICO(SB)  with a copy to
SPOs/PM against any  irregular order on
the above mentioned facts. They will also endorsed a copy to the Circle
Secretary for taking up the issue with the Ch. PMG.
