Sub: Request to arrange a periodical Meeting with service Union to discuss the important resolutionspassed in the All India conference held at KHATU SHYAM, JAIPUR, RAJASTHAN CIRCLE from Date  02.04.2019 to 03.04.2019
                    I, have been again elected as General Secretary unanimously in the All India Conference held at KHATU SHYAM, JAIPUR, RAJASTHAN CIRCLE from Date 02.04.2019 to 03.04.2019 and I  wish to bring your kind notice about some important resolutions passed in the All India Conference. The list of resolutions passed in the AIC is h/w enclosed for your kind information.
As a newly elected General Secretary of our Union, I and on behalf of our Union members wish to convey my Greetings to the senior officer of SR section and I assure yu to render our Union support to all the activities of our Department to serve a better service to our customers & publics with latest digital technology.
            In the mean time, I kindly request your good office to arrange for a periodical meeting with Secretary [P]  to discuss our long pending issues of Time factor for CBS SBCO work and acute shortage of staff in all SBCO branches etc. The periodical meeting at Directorate level has not been held for a long spell and I wish to bring your kind notice about the recent orders to all Circles to hold the periodical meeting with service Union periodically.
Our Union requests the DDG [SR] to create an opportunity to the service Unions to participate in the periodical meeting with Secretary as in past periods to have a good relationship with administration and discuss our genuine problems with proper solutions for speedy action and settlement.

RESOLUTIONS PASSED IN ALL INDIA CONFERENCE HELD AT KHATU SHYAM, JAIPUR, RAJASTHAN CIRCLE FROM DATE 02.04.2019 TO 03.04.2019
1.TIME FACTOR FOR CBS SBCO WORK: After implementation of CBS in the year of 2014, the Department has not finalized the Time Factor for CBS work of SBCO cadre.
Our Union submitted proposal for time factor vides Letter CHQ Lr.No: AISBCEU/ EVALUATION OF TIME FACTOR OF SBCO CBS WORK/82-2018 Dt. at Jaipur-302015 the 14.07.2018.
After the issuing order for Time Factor only, the actual work load of SBCO branches could be ascertained. Due to this long delay more than five years in finalizing the Time factor, whether the Department will take responsibility for any lapses during voucher checking due to acute shortage of staff in all SBCOs?

After CBS implementation, the SOSB branch is wind up and the total responsibility is put with SBCO branch. Now, the CSI-SAP is rolled out in all offices and the work load is increased in all the SBCO branches, at the same time the staff position is come down less than 50% in all SBCO branches. The Directorate orders to provide PA assistance from general line has not been followed by the Divisional Heads. Hence early action is requested to finalize the Time factor for CBS work in SBCO branches and the time limit to finalize it and also necessary instruction may please be issued to all Divisional Heads not to take any disciplinary action in case of lapses during voucher checking due to acute shortage of staff or non provision of PA assistance.
2.PROVISION OF SUFFICIENT STAFF BEFORE IMPOSING PENALTY WITH SBCO STAFF IN CASE OF FRAUDS:
It is a fact that there is acute shortage of staff in all SBCO sections in all the Circles. Some SBCO sections are running in single or in double hand. After implementation of CBS, it is clearly specified to redeploy the SOSB branch staff to SBCO branches to manage the increasing work load. But, the Directorate order is not carried out and also no action has been taken to fill up the existing vacant posts and retirement vacancies. Now, the responsibility is put up with Divisional Heads to watch the voucher checking work in current position. As such, the Divisional Head is full responsible to provide sufficient staff to SBCO branch to keep the voucher checking work without any pending. If so, it is the responsibility of Divisional Head to provide sufficient man power to SBCO branch.
 If not provided, it is nature to happen some lapses during the voucher checking, since the entire branch work could not be carried out by the SBCO branch with available one or two PAs. In case of any frauds, the responsibility is put up with SBCO staff with penalty recovery. The Fs Division issued repeated orders to provide PA assistance to SBCO branch and replace old systems with new one. Hence, our Union insists the administration to take action against the Divisional Heads for not carried out the Directorate orders and providing sufficient staff to SBCO. Instead of making recovery from the SBCO staff, it is kindly requested to make recovery from the Divisional Heads for not providing sufficient staff to SBCO branch, then only the Divisional Heads will take action to carry out the Directorate orders and provide staff assistance to SBCO branch. All the recovery cases are to be reviewed that whether it is the responsibility of SBCO staff or non provision of assistant by the Divisional Head and necessary action has to be taken to refund the recovery in the genuine cases of non provision of staff to SBCO branch.
3.NON OBSERVANCE OF RULE 106 AND 107 OF P & T MANUAL VOLUME III AND DIRECTORATE LETTER NO: C- 32016/07/2006-VP DATED 14.11.2006 WHILE IMPOSING PENALTY OF RECOVERY ON SBCO STAFF:
SBCO staff is doing post audit work. Therefore SBCO staff, by identifying them as subsidiary offender for the SB frauds is injustice and they will not be held responsible for amount defrauded by counter staff or SAS/MPKBY agent and no recovery should be made from SBCO staff, if the administration will take action to provide assistance, the frauds may be avoided after proper checking. It is therefore requested to instruct all the Circle Heads/ Divisional Heads to observe the provisions of Rule 106 and 107 of P & T Manual Volume III and your office letter No. C-32016/07/2006-VP dated 14.11.2006 and not to hold the SBCO staff responsible for the work which they have not attended due to shortage of staff.
4.DELEGATION OF POWER - WRITING OF APAR/Disciplinary Powers OF SBCO STAFF TO AO ICO (SB).
The SBCO staff is doing auditing and accounting work of Postal Savings Bank. As the said staffs are working under Sr. Postmaster, Superintendent / Sr. Superintendent of Post Offices they cannot raise the objections and point out irregularities freely. Therefore the very purpose of auditing and checking is defeated. This union therefore requests the Administration to delegate the APAR writing power to AO ICO (SB) by restoring the Dte.orders D.G. Posts letter No. 1-2/88-SB dated 17-10-1990 .Then only, the SBCO staff can discharge their auditing duties effectively, otherwise the auditing work will be paralyzed.
5.CADRE RESTRUCTURE: Cadre restructuring of SBCO cadre should be considered on priority basis, since it is being delayed more than four years from the order issued for Group ‘C’ cadre. The designation of SBCO staff should have been changed as Auditor, since their nature of work is auditing the Savings Bank transactions only.The present position of this matter may please be informed to Union.
6.DEMAND FOR AUDITOR STATUS (ORGANIZED ACCOUNT CADRE) & CONTINUE COURT CASE IN THIS REGARD: Since it was denied by the 7th Pay commission, this case was filed at Calcutta under O.A.No: 350/00145/2017 ordered the Department of Post to submit its reply before 25.04.2017 and the case heard on 25.04.2017, It is ordered by the CAT that Ch.PMG ,WB Circle has been added  through a MAP as one of the Responded s along   with the  Secretary, Finance & Secretary DOP. This case hearing is being delayed at Culcatta court and Let us be hope for early hearing and winning in favor with legal assistance of Sri.A.N.Paul , Circle Secretary and his team.
7.ONE TIME MEASURE PROMOTION OF HSG II AND HSG I : All vacant supervisory posts of  HSG-II and HSG-I should be filled on seniority basis from LSG (SBCO) cadre as most of the HSG-II and HSG-I (SBCO) branches are functioning under the control of junior most PA officials. It is against the ruling prescribed for Supervisors responsibility. Hence, it is requested to issue one time order to fill up all the HSG-II and HSG-I vacant supervisor posts from the LSG officials as per seniority and the resultant LSG posts may be filled up from the PAs on the basis of seniority of gradation list.
8.SUBMISSION OF STATISTICAL INFORMATION TO POSTAL ACCOUNTS OFFICE: In some circles the SBCO branch is directed to send the both statistical and financial information to PAO. After CBS, financial information will not come in to picture since all the SB accounts under CBS were centralized. In case, the PAO wants to get the Circle information, it could be generated through Finacle by using Circle ID & HFINRPT menu. Hence, it is kindly requested to issue instruction to all Circle Postal Accounts to not insist the financial information from SBCOs as per point no 5.8 of Addendum-ii Dated 04-08-2016 of SB Order no 14/2015.
9.GROUP ‘D’ ASSISTANCE TO ALL SBCO BRANCHES: In SBCO branch, all the vouchers are to be kept in safe custody and the same has to be presented to the investigation officers in case of frauds. Hence, it is necessary to provide one Group “D” or ‘GDS’ official to all SBCO branches for maintaining the vouchers.
10.PROVISION OF RECORD ROOM: In the revised SBCO procedure after CBS, the preservation of records/vouchers period must be reduced for which no accommodation is provided by the Divisional Head to keep the records/vouchers. And also, it is kindly requested to instruct all the Heads Circles to ensure the record room provision for all SBCOs. Otherwise, in case of any missing records vouchers, the SBCO staff will not held be responsible. As per SB order No: 13/2018, it is clearly stated that Supervisor SBCO_will keep the records duly arranged in the steel almirahs provided for the purpose under lock and key. Hence, the SBCO staff will be responsible for the records kept under lock & key only and not responsible for the records kept in open place.
11.POWERS TO SUPERVISOR, SBCO TO TAKE UP THE ISSUE OF STAFF MATTER WITH DIVISIONAL HEAD:  Since the Postmaster are not favour to provide the sufficient staff strength, the Supervisors could not brought this matter to Divisional Head directly. The Supervisors have to be permitted to bring the staff matter dealing directly to the Divisional Head to avoid arrears of voucher checking.
                   
12.ABNORMAL DELAY [2 years]  PROCESS IN FINALIZING THE TBOP/BCR REVISION - Financial up-gradation  under TBOP/BCR Schemes of SBCO staff on par with juniors as per the revision of guidelines issued by the Directorate vide letter Dte.Lr.No: 22-06/2000 –PE-I [Pt] Dt: 08.05.17 & Member [P] reminder Dt: 21.01.2018 – This revision order has not been issued in most of the Circles despite the reminder issued by Member [P] with instructions that “Withdrawal of the above mentioned order [Dt.17.05.2000] was in pursuance of the Supreme Court order, therefore, it is imperative that the same is implemented at the earliest to avoid the aggrieved employees re-approaching the court”. It is also requested to furnish the compliance report to the Directorate at the earliest. If it is a recovery issue, by this time the recovery process will be completed within a month. But, since it is a beneficiary issue, it is being delayed more than 24 months to issue TBOP/BCR revision order to SBCO Staff. Any more delay will cause the administration to pay the arrears with penal interest. Necessary instructions may please be issued to all Circles to issue orders within a month.
13.SETTLEMENT OF OBJECTIONS: As per the Directorate order SB Order No.14/2015 dated at ND-1 the 19.10.2015 para 5.3.1.  Any irregularity noticed will be entered in clear and concise words in the Register and copy of objection should be sent to Postmaster of HPO supported by printed copy of LOT/Finacle screen. Regarding Objection settlement, it is clearly directed the SBCO staff that this branch has to maintain OM Registers and copy of the OM has to be send to the Postmaster and in case of pending more than 30 days, it should be brought to the notice of Divisional Head. But, instead of the above instructions, the SBCO officials are directed by the Divisional Heads to visit sub-office to settle the OMs and the entire settlement work responsibility is put with SBCO staff. I.e. the SBCO branch has to audit the SB work by raising objections for irregularities and the same SBCO audit staff has to take action to settle the OMs. It is against the concept of audit wing. This OM settlement work should be done by SB branch staff only.
14.VERIFICATION OF WITHDRAWALS OF RS. 10000/- AND ABOVE IN SAVINGS ACCOUNTS AT BRANCH OFFICES AND SINGLE HANDED SUB OFFICES POSB VOL PART-I RULE: 85:- As and when any withdrawal of Rs. 10000/- and above in savings account standing at a branch post office, Extra-Departmental Sub Post Office, or single handed sub post office , the ledger Assistant of the Head Post Office  will prepare a verification memo to forward it to the Sub Divisional Inspector of Post Offices or Public Relations Inspector who will verify the withdrawal by contacting the depositor. All the inspecting officers are having user ID for Finacle server and they could generate this report with specified menu. In this regard, kindly cause to issue suitable instructions to the IPs/ASPs concerned for generation of balance verification by using their login.
 15.TENURE TRANSFER OF SBCO OFFICIALS:  As per Directorate letter No. 141-141/2013-SPB-II dated 17.01 .2019 – para  5. Rotational Transfers - Rotational transfer of employees shall be regulated as under -  (i) Post tenure of an employee shall be 3 years and station tenure shall be 6 years. Since the SBCO officials are not handling any financial operations, their tenure may be considered as four years instead of three years for tenure transfers.
16.MOVEMENT OF SBCO OFFICIALS TO OUTSIDE THE CLUSTER DURING ROTATIONAL TRANSFER: As per Directorate letter No. 141-141/2013-SPB-II dated 17.01 .2019 – para 5. Rotational Transfers - (xiii) Rotational Transfer of officials working in Saving Bank Control Organization shall be made within the cluster of Divisions. However, in exceptional circumstances, DPS (Hqs.) in consultation with Accounts Officer ICO (SB) may consider movement of SBCO officials outside the cluster.
As per this order, the Regional Head [PMG] could not issue orders to sSBCO staff from one cluster to another cluster which are the clusters with in the Same Region and he should get prior permission from DPS (Hqs.)  Sending cluster change approval is making delay in issuing RT and also a superior officer should not be directed to get permission from his subordinate officer [DPS]. It is suggested to issue modifications as given below to avoid delay in issuing RT orders:-
a.      While the cluster change is within same Region,   the prior approval from DPS (Hqs.) is not necessary.
b.      If the cluster change is from Region to Region, the prior approval from DPS (Hqs.) is  necessary.
17.PROVISION OF TRAINING IN CBS/SAP & CSI/RICT NEW ENVIRONMENT: All SBCO staff are to be given training the new environment operations of CBS/SAP & CSI/RICT with a period of one week. Then only they could above to discharge their duties properly.
18.UNION CONSTITUTION AMENDMENT IN PART-III – CIRCLE UNION -  36.CIRCLE CONFERENCE: (i) POWERS:  (a) To elect the following office-bearers:-

4. Assistant Circle Secretaries                                    5 [One for each Region]

The General Body approved the following amendment as Note: Other than President and Circle Secretary, in r/o other posts of Vice President, Asst.Circle Secretaries, CWC members and more Asst.Treasurer may be increased subject to overall total not exceeding 15 posts.

All India Conference 2019 – AISBCE Union,  AGS’s Report

32nd All India Conference of All India Savings Bank Control Employees Union held at the Holy place of KhatuShyam ji, Sikar dist. Rajasthan during 1st to 3rd April 2019. From WB Circle Sri Gopal Prosad Gond, Sri Goutam Banerjee and Sri Ananda Mohan Rishi attended the All India Conference at Khatushyam, Rajasthan.
It was a very successful meeting during this troublesome time for SBCO. Participants from all circles were gathered in large number to discuss various service related issues of SBCO like revised working procedures after CBS, difficulties arising out of non-compliance of Directorate’s order by the Postal operative side, problem of acute staff shortage, irregular punishments being imposed on SBCO staff, problems of record keeping, NPS related issues for post 2004 entrants  etc.
Circle secretaries and other youngstars from different circles like Delhi, Assam, Uttarakhand,West Bengal, Punjab, Maharastra, Madhya Pradesh, Kerala, Bihar & UP  made the house a successful one by their valuable speeches on the above subjects discussed during the meeting.
Ex-GSs of AISBCEU Sri R.K.Tandon, Sri P.A.Mathre & Sri J.Sukumar were also present in the meeting and addressed the open house on different issues.
From the Administrative side SSPOs and ASP(HQ) were also present at the meeting.
The house acknowledged the continuous efforts by the AISBCEU(WB Circle) for their initiatives by huge applaud after Sri Goutam Banerjee  narrated the house regarding achievements of  WB Circle in fighting irregular punishment cases against SBCO staff and victory in Union recognition case after 4 years. The benefits SBCO can have by pursuing the Auditor’s status case and membership of new entrants in SBCO were also discussed in the open session.
The GS requested the Circle Secretaries of different circles to contribute their CHQ quota for Union activities and provide financial support to WB Circle team for their court cases. As a result West Bengal collected a few thousand donations from different circles in support of court cases.
From WB Circle request placed before the CHQ to act upon Centralisation of SBCO, Auditor status to SBCO staff, stoppage of irregular punishment without providing adequate manpower to SBCO branch, timely approval of weed out of time barred records of SBCO by the administration and continuation of agitation or such type of campaigns against negligence of SBCO demands by the administration.
It is learnt that time factors for SBCO work etc are on final stage of preparation. More details and resolutions will be published in the CHQ bulletin.
After threadbare discussions on different issues and election of new Office Bearers of CHQ AISBCE Union the meeting ended with thanks to Rajasthan Circle for holding this grand AIC and thanks to  WB Circle for their continuous struggle in fighting the cause of SBCO against the Department.
Sri Ajmer Sigh of Hariyana Circle and Sri B.B.Sharma of Rajasthan Circle were elected as new President and General Secretary of AISBCE Union. West Bengal circle was allotted one AGS (Sri Goutam Banerjee) and one CWC member ( Sri Gopal Prosad Gond) position in the CHQ executive body.
