                Our 31th All India Conference was held at Akhil Bharatiya Vaishnav Brahmin Bhavan in the Holy place of PUSHKAR, AJMER, RAJASTHAN CIRCLE which is covered with Hindu & Muslim famous temples of LORD BRAMHA & DARGAH of SUFI SAINT KWAWAJA MOIN-UD-DIN CHISHTI. The CWC meeting was held on 17.03.2017 and All India Conference was held in grand manner from 18.03.2017 to 19.03.2017. Totally 152 delegates were participated from 19 Circles and SRI.DUSHYANT MUDGAL, DPS [HQRs] participated as Chief Guest in the conference. The General body meeting was commenced under the Chairmanship of Sri.R.K.Tandon at 10.00 AM on 18.03.2017.

            The reception committee had arranged a cultural program including dance and it is a highlight program in the conference to welcome all the delegates. And also, the reception committee had taken efforts to provide best accommodation and hygienic food with lot of varieties of Rajasthan food including sweets.

            In the All India conference, SRI.V.K.MOURIA and SRI.BHARAT BUSHAN SHARMA are elected as President & General Secretary respectively. Our senior leader SRI.J.SUKUMAR, EX.GENERAL SECRETARY took more efforts to elect all office bearers unanimously. He made a request in the house to all comrades to maintain the Unity of our Union to achieve our goal and solve our problems.

            As a first agenda, the house expressed two minute silent to show our heartfelt condolence to the departed soul of the national leaders and SBCO staff, including our beloved Comrade Sri.Kalinathan, RTD our Union CHQ office Manager, New Delhi who was expired in the month of Jan-2017.

In the All India Conference of our union held at Pushkar, Rajasthan Circle on date 18.03.2017 & 19.03.2017, the following office bearers are elected unanimously.

RESOLUTIONS PASSED IN ALL INDIA CONFERENCE HELD FROM DATE 18.03.2017 TO 19.03.2017 AT PUSHKAR, AJMER, RAJASTHAN CIRCLE
Resolution No. 01.
PROVISION OF SUFFICIENT STAFF BEFORE IMPOSING PENALTY WITH SBCO STAFF IN CASE OF FRAUDS:
It is a fact that there is acute shortage of staff in all SBCO sections in all the Circles. Some SBCO sections are running in single or in double hand. After implementation of CBS, it is clearly specified to redeploy the SOSB branch staff to SBCO branches to manage the increasing work load. But, the Directorate order is not carried out and also no action has been taken to fill up the existing vacant posts and retirement vacancies. Now, the responsibility is put up with Divisional Heads to watch the voucher checking work in current position. As such, the Divisional Head is full responsible to provide sufficient staff to SBCO branch to keep the voucher checking work without any pending. If so, it is the responsibility of Divisional Head to provide sufficient man power to SBCO branch. If not provided, it is nature to happen some lapses during the voucher checking, since the entire branch work could not be carried out by the one or two PAs. In case of any frauds, the responsibility is put up with SBCO staff with penalty recovery. Hence, our Union insists the administration to take action against the Divisional Heads for not carried out the Directorate orders and providing sufficient staff to SBCO. Instead of making recovery from the SBCO staff, it is kindly requested to make recovery from the Divisional Heads for not providing sufficient staff to SBCO branch, then only the Divisional Heads will take action to carry out the Directorate orders and provide staff assistance to SBCO branch. All the recovery cases are to be reviewed that whether it is the responsibility of SBCO staff or non provision of assistant by the Divisional Head and necessary action has to be taken to refund the recovery in the genuine cases of non provision of staff to SBCO branch.
Resolution No. 02.
NON OBSERVANCE OF RULE 106 AND 107 OF P & T MANUAL VOLUME III AND DIRECTORATE LETTER NO:
 C- 32016/07/2006-VP DATED 14.11.2006 WHILE IMPOSING PENALTY OF RECOVERY ON SBCO STAFF:
SBCO staff is doing post audit work. Therefore SBCO staff, by identifying them as subsidiary offender for the SB frauds is injustice and they will not be held responsible for amount defrauded by counter staff or SAS/MPKBY agent and no recovery should be made from SBCO staff, if the administration will take action to provide assistance, the frauds may be avoided after proper checking. It is therefore requested to instruct all the Circle Heads/ Divisional Heads to observe the provisions of Rule 106 and 107 of P & T Manual Volume III and your office letter No. C-32016/07/2006-VP dated 14.11.2006 and not to hold the SBCO staff responsible for the work which they have not attended due to shortage of staff.

DELEGATION OF POWER - WRITING OF APAR/Disciplinary Powers OF SBCO STAFF TO AO ICO (SB).
The SBCO staff is doing auditing and accounting work of Postal Savings Bank. As the said staffs are working under Sr. Postmaster, Superintendent / Sr. Superintendent of Post Offices they cannot raise the objections and point out irregularities freely. Therefore the very purpose of auditing and checking is defeated. This union therefore requests the Administration to delegate the APAR writing power to AO ICO (SB) as per para 143 of Manual of S B Control Pairing& Internal Check Organisation and take returns orders issued by  DG Post letter no.2-2/79-SB(Pt) dated 25.08.1987 and also take delegate the disciplinary powers  as per para 144 of Manual of S B Control Pairing& Internal Check Organisation to AO ICO (SB) and take  returns orders issued by  DG Post letter no.12-08/87-vig- III dated 12.10.1989  and 12-6-/89-vig-3dated 27.08.1990.So  that the SBCO staff can discharge their duties effectively &frequently
Resolution No. 04.
CADRE RESTRUCTURE: Cadre restructuring of SBCO cadre should be taken on priority basis. The designation of SBCO staff should have been changed as Auditor, since their nature of work is auditing the Savings Bank transactions only.
Resolution No. 05.
REVISED POSB VOL-IV: It is come to know that the Directorate is going to release the POSB Man Vol-I shortly according the CBS environment. Just like, one committee has to be formed including one official from AISBCE Union side to release revised POSB Vol-IV regarding the POSB Control procedure.
Resolution No. 06.
ORGANIZED ACCOUNT CADRE: SBCO staff should be treated as organized account cadre staff and grade pay of organized account cadre(AUDIT) should be granted to SBCO staff. In CBS also, our role is defined as audit staff. This proposal is high lightened in the 7th CPC Memorandum submitted by our Union and again formal meeting was attended with Chairman, 7th CPC at Mumbai.



Resolution No. 07.
ONE TIME MEASURE PROMOTION OF LSG, HSG II AND HSG I : All vacant supervisory posts of LSG, HSG II and HSG I should be filled on seniority basis from PA (SBCO) cadre as most of the PA (SBCO) are drawing HSG I (MACP III) grade pay. After cadre restructure, irrespective of length of service, as a onetime measure, all the LSG, HSG II and HSG I have to be filled up on the basis of seniority of gradation list.
Resolution No. 08.
PROVISION OF CHECK BOX IN THE LOT EXCEL FORMAT: In the present setup, it is very difficult to identify the missing voucher in the screen check. Hence, a check box has to be provided in the LOT format to locate the missing voucher and avoid waste of man power of repeated screen check.
Resolution No. 09.
GROUP ‘D’ ASSISTANCE TO ALL SBCO BRANCHES: In SBCO branch, all the vouchers are to be kept in safe custody and the same has to be presented to the investigation officers in case of frauds. Hence, it is necessary to provide one Group “D” or ‘GDS’ official to all SBCO branches for maintaining the vouchers.
Resolution No. 10
SUBMISSION OF STATISTICAL INFORMATION TO POSTAL ACCOUNTS OFFICE: In some circles the SBCO branch is directed to send the both statistical and financial information to PAO. After CBS, financial information will not come in to picture since all the SB accounts under CBS were centralized. In case, the PAO wants to get the Circle information, it could be generated through Circle ID through Circle CPC Units. Hence, it is kindly requested to issue instruction to all Circle Postal Accounts to not insist the financial information from SBCOs as per point no 5.8 of Addendum-ii Dated 04-08-2016 of SB Order no 14/2015.
Resolution No. 11
PROVISION OF RECORD ROOM: In the revised SBCO procedure after CBS, the preservation of records/vouchers period must be reduced for which no accommodation is provided by the Divisional Head to keep the records/vouchers. And also, it is kindly requested to instruct all the Heads Circles to ensure the record room provision for all SBCOs. Otherwise, in case of any missing records vouchers, the SBCO staff will not held be responsible.
Resolution No. 12
DECLARE SECOND SATURDAY AS HOLIDAY: As ordered in the Nationalized Banks to avail the second and fourth Saturday as Holiday, the similar procedure may be followed in Postal Savings Bank by making full day transactions on other two Saturdays.
Resolution No. 13.
GENERATION OF DAILY REPORT: The generation of daily report work is directed to SBCO branch by the Divisional Heads. Since it takes long time process, the routine work of voucher checking is suffered and kept pending. Necessary instructions may please be issued to generate the report by SB branch or Circle CPC by using SET ID. Otherwise, the voucher checking work will fall in arrears.
Resolution No. 14.
REVISION OF GUIDELINES FOR CONSIDERING PLACEMENT UNDER TBOP/BCR SCHEME: The seniors pay on promotion should be protected with the junior officials pay fixation on their promotion. It is the intension of the Supreme Court verdict. So that, in the subject referred by the Directorate letter Dte.Lr.No: No.22-612000-P. E. I (Pt.) Dt: 16.02.2017, the subject mentioned as “Revision of guidelines for considering placement under TBOP/BCR Scheme in cases where seniors are considered for placement at par with their juniors”. i.e. including TBOP scheme. As such, all the senior officials TBOP/BCR promotions have to be reviewed with their junior official pay fixation on promotion. Necessary corrigendum may please be issued to include TBOP scheme in the above order.
Resolution No. 15.
POWERS TO SUPERVISOR, SBCO TO TAKE UP THE ISSUE OF STAFF MATTER WITH DIVISIONAL HEAD:  Since the Postmaster are not favour to provide the sufficient staff strength, the Supervisors could not brought this matter to Divisional Head directly. The Supervisors have to be permitted to bring the staff matter dealing directly to the Divisional Head to avoid arrears of voucher checking.
Resolution No. 16.
REVISED TIME FACTOR FOR SBCO WORK UNDER CBS ENVIRONMENT: Our Union had already taken up this revised Time Factor for CBS work in SBCOs with your office vide CHQ D.O. Lr.No: AISBCEU/Time factor for SBCO CBS work/81-2016 Dated at Mumbai the 08.10.2016 and the same was acknowledged by your office Directorate vide Lr.No: 10-12/2016-SR the New Delhi-100001 dated 31.10.2016 addressed DDG [Estt] & [FS]. Early action is requested to consider the revised time factor and also to fill up all the vacancies of the year 2015 & 2016. Until further orders from Directorate, necessary instructions may please be given to all Circles to provide PA assistance as directed in the SB order No. 14/2015 dated 19.10.2015 and subsequent letter No. 25-11/2016 – SB Dated 10/11.05.2016,  25.05.2016, 10.06.2016 and SB Order No. 06/2016 dated 21.06.2016.
Resolution No. 17.
SETTLEMENT OF OBJECTIONS: As per the Directorate order SB Order No.14/2015 dated at ND-1 the 19.10.2015 para 5.3.1.  Any irregularity noticed will be entered in clear and concise words in the Register and copy of objection should be sent to Postmaster of HPO supported by printed copy of LOT/Finacle screen. Regarding Objection settlement, it is clearly directed the SBCO staff that this branch has to maintain OM Registers and copy of the OM has to be send to the Postmaster and in case of pending more than 30 days, it should be brought to the notice of Divisional Head. But, instead of the above instructions, the SBCO officials are directed by the Divisional Heads to visit sub-office to settle the OMs and the entire settlement work responsibility is put with SBCO staff. I.e. the SBCO branch has to audit the SB work by raising objections for irregularities and the same SBCO audit staff has to take action to settle the OMs. It is against the concept of audit wing. This OM settlement work should be done by SB branch staff only.
Resolution No. 18.
VERIFICATION OF WITHDRAWALS OF RS. 10000/- AND ABOVE IN SAVINGS ACCOUNTS AT BRANCH OFFICES AND SINGLE HANDED SUB OFFICES POSB VOL PART-I RULE: 85:- As and when any withdrawal of Rs. 10000/- and above in savings account standing at a branch post office, Extra-Departmental Sub Post Office, or single handed sub post office , the ledger Assistant of the Head Post Office  will prepare a verification memo to forward it to the Sub Divisional Inspector of Post Offices or Public Relations Inspector who will verify the withdrawal by contacting the depositor. Since the SOSB branch is wind up, the SBCO staff is directed to prepare the above list.   The SBCO staff is directed by the Divisional Heads to prepare the above list. Actually, it is not the duty of SBCO work, since they have no time due to the increased work load, acute shortage of vacant post and non implementation of Directorate orders to provide PA assistance from the surplus strength of SOSB staff. This verification process should be done by SB branch staff only.
Resolution No. 19.
CALCULATION OF PENAL INTEREST TO THE AMOUNTS DEFRAUDED FROM SB ACCOUNTS POSB VOL PART-I RULE: 84 [4]:-.  The amount of penal interest will be calculated by the head office and intimated to the punishing authority after check by the Control Organization.  It will be necessary that the interest on the amount paid excess should be calculated by the HO for accounts closed at the sub and branch offices in order to ensure accuracy. The SBCO staff is directed to calculate the penal interest directly. The intention of the above order for second check by the SBCO staff, there may be chances for mistake in the calculation interest due to human error. Hence, one of the PA from HO branch has to calculate the penal interest first, after that the second check will be done by SBCO staff. Necessary instruction is required in this penal interest calculation method.
Resolution No. 20.
SUBMISSION OF STATISTICAL INFORMATION TO POSTAL ACCOUNTS OFFICE: In some circles the SBCO branch is directed to send the both statistical and financial information to PAO. Resolution No: 21 – Counting of training period for MACP promotion as done in TBOP/BCR scheme

Resolution  No.22- Redeployment of  SOSB staff:-  The SOSB staff may be redeployed permanently to SBCO branch till filling up the vacant post of SBCO branch  if no regular staff provided for smooth working of this Branch, the powers of engaging the outsider  be given to  I/C SBCO by the Divisional Head/Circle Head.

ENROLLMENT OF NEW MEMBERSHIP
                After the routine membership verification process by the directorate, the new membership enrollment may be organized for the new recruits and those members of other Unions every year from 01.04.2017 to 30.04.2017. I request all comrades to explain our Union achievements as given below to the new members and obtain the membership form and forward the same to Divisional Head for commencing monthly subscription. I am very happy to circulate this appeal to all SBCO staff particularly to all junior SBCO officials [Newly recruited] to know the past activities of AISBCE Union and its achievements for SBCO cadre. In addition to, it is my responsibility to bring your kind notice about the hindrance created by the Rival SBCO Association & its federation.
  1. After the formation of SBCO cadre, the AISBCE Union was established to protect the welfare of SBCO cadre with separate identity i.e. the PA, SBCO should not be engaged in General line as Postal Assistant.
  2. In General line of Postal wing, the PAs who had completed 16 years was allowed for TBOP promotion w.e.f. 1983, but at the same time, even though some of our SBCO staff was members of rival Union, this promotion was not claimed by the rival Union from 1983 to 1991 including for administrative cadre of Circle/Regional Office. After our intervention by SBCO Union with the Dy.Prime Minister [Late]Sri.Devilal, the TBOP promotion was signed as on 01.08.1991 and BCR promotion w.e.f. 01.10.1991/ Otherwise, we have to continue our service until retirement as LDC/UDC.
  3. After our TBOP/BCR promotion to SBCO cadre, the administrative cadre of Circle/Regional Office staff got the TBOP/BCR promotion w.e.f 01.10.1993 after our promotion of two years. It meant that the rival Union did not take any action for their own people of administrative cadre.
  4. In the meant time i.e. from 1983 to 1991. Our SBCO Union had taken efforts with administration to implement 80:20 [UDC/LDC] promotions to SBCO cadre likewise Postal audit staff. But, it was objected by the rival Union, otherwise we may also be treated as Postal accounts organized cadre.
  5. In 2003, the Union had taken efforts for the modification of TBOP/BCR promotions to the 250 officials of SBCO cadre with huge arrears.
  6. More number of LSG, HSG-II & HSG-I posts were created for the senior officials promotion in all Circles..
  7. Transfer of SBCO staff – Some time past, during Rotational transfer, the SBCO officials were transferred from end to end of the Region. Our Union General Secretary Sri.I.D.Sharma had given suicide notice to the Directorate to implement the Rotational transfers with in the cluster. After that only, the Directorate issued orders to form the clusters by merging 2 to 3 HOS and transfers the officials with in the cluster. In the history of service Unions, Sri.I.D.Sharma is the only General Secretary issuing notice to the Department for the welfare of SBCO staff.
  8. Nomination of Divisional Representative post – It was approved by the Directorate to solve the divisional problems with Divisional Heads in the monthly meeting just like other Unions.
  9. Our Union had taken efforts to implement the Organized Accounts cadre to SBCO staff and this matter had already been brought to the 7th Pay Commission and now it is under process after a meeting with 7th CPC Chairman at Mumbai.

The main achievements of the above mentioned staff welfare matters are brought to your kind notice to realize the service rendered by our Union for SBCO staff and identify your support to AISBCE Union. In the past 3 years, the only achievement of the rival Union i.e. the false recognition by including our membership of Jharkhand Circle and JK Circle as given below...

As per the Directorate Letter No:16/78/2010-SR Dt: 01.10.2012, it was declared that they got 491 membership out of 3030 of total members with 16.20%. Our Union checked this figure by calling RTI information from all Circles. At that time, it was found that the of J&K and Jharghand Circle membership was wrongly included   with Rival Union figures for recognition purpose. Now, the CPMG of J&K and Jharghand Circle had written letter to the Director, SR  Sri.Arun Malik, that the membership of J&K Circle -23 Members and Jharghand Circle -47 totally 70 members are belongs to AISBCE Union instead of Rival Union .

As such, now the percentage has come down to 13.89% from 16.20% i.e. deemed for de-recognition.

In the past three years, other than the above false recognition, if any other welfare item was achieved, it may be published in their website. Now, it is under dispute of Kolcutta High court.

7th CENTRAL PAY COMMISSION AND AUDIT STATUS TO SBCO STAFF
            Our union represented with 7th CPC on audit status to SBCO staff during visit of the commission in Mumbai. The 7th CPC called views of the Directorate on this issue but the Directorate refused to declare our cadre as Audit cadre. Now the AISBCE Union West Bengal Circle branch has filed court case in Kolkata High Court vide OA No. 350/00145/2017 dated 02.02.2017. This petition is in continuation of our original application No. 793 of 2006 and CAT Kolkata Order dated 11.01.2008, the 7th CPC Gazette notification Dated 09.09.2015 and our continuous appeal to the Secretary Posts through Memorandum . Hearing is fixed on date 28.06.2017. We must salute Shri Amar Paul Circle Secretary WB Circle and his team for their continuous efforts and filing the court case on behalf of our union.

DONATION TO MEET  EXPENSES OF KOLKATA CAT CASE  FOR CLAIMING
ORGANIZED AUDIT ACCOUNTS CADRE
            I do hope that we will succeed in this case. Our disciplinary authority will be changed and our most of the problems will be automatically solved. All Circle Secretaries/members are therefore requested to donate generously to meet the expenses of this case.   The amount can be deposited in SB Account No. 7679340731 standing at Yogayog Bhavan HO in the name of Shri Narayan Thakur.
