Our 30th All India
Conference was held at the Holy place of Shrikshetra Shegaon (Dist Buldhana)
Maharashtra Circle from date 18.04.2015 to 19.04.2015 and CWC Meeting on date
17.04.1015, totally 150 members from all Circles attended the conference. Since
the Shegaon is the holy place of the Saint (Gajanan
Maharaj) who lived here, all the members were very happy for their
visit to the temple on his Samadhi
and ‘Anand Sagar’ project providing
space for meditation and entertainment
After the two years break, once again I have
been given chance to dedicate my Union service as General Secretary. I convey
sincere thanks to all Office bearers, Circle Secretaries and Members for having
confidence on me as General Secretary. I assure you all to render my best Union
service in solving our problems with the kind co-operation of our beloved CHQ
President Sri.R.K.Tandon , CHQ office bearers and our Ex.General Secretary and
Legal advisor of our Union Sri.J.Sukumar. The resolutions passed in the AIC is
given in this bulletin.
May Day Greetings
Let
us we all remember the historical International Workers day of May Day on 1st
May 2015 , which is remarkable for the achievement of eight hours of duty to
working class. I on behalf of our AISBCE
Union convey my “May Day Greetings” to all comrades.
In the open session on date
18.04.2015, all the Circle Secretaries and representatives from all the Circles
put up their problems before house. The main problem we are facing is holding
our staff as subsidiary offenders in fraud cases. One committee has been formed
to look in to this matter. The General Secretary will be Chairperson of this
committee. Shri Deepak Sharada, Punjab
Circle will be the Secretary of this committee. All the Circle Secretaries
will nominate one member from his Circle as member of this committee. The
aggrieved officials will send their cases to this committee through the General
Secretary. The committee is empowered to file court case if necessary.
Second committee has been formed
to look after problems of Finacle operation. Shri Gautam Banarjee, West Bengal is the Secretary for this
committee. All the members/Circle Secretaries will send their problems relating
to Finacle operation to Shri Gautam Banarjee, for redressal.
I thank to the reception committee of Akola HO
for holding the conference with nice arrangement. I especially thank to Shri K.
P. Birgade and Shri K. R. Deshmukh for their main role in this function.
PROPOSED STRIKE ON 06.05.2015
It has been decided not to
participate in the proposed strike dated 06.05.2015 called by some of the
sister unions. However this union will address the Directorate on the problems
of our cadre.
In the All India Conference held at Shegaon,
Maharasthra Circle on 18.04.2015 & 19.04.2015, the following office bearers

WORKSHOP ON
SBCO PROCEDURE AFTER FINACLE
Two days workshop was conducted
in the office of CPMG Tamilnadu Circle from date 23.04.2015 to 24.04.2015.
Total 23 stake holders from PA (SBCO), AAO and AO cadres attended the workshop.
The DDG [FS} and Director [CBS] were participated in this workshop. Our Union
Ex.General Secretary Sri.J.Sukumar was also invited to this workshop during his
presence at Chennai on that day. Myself and Sri.J.Sukumarji had delivered
valuable suggestions on behalf of our Union to the proposed new procedure of
“Roll of SBCO”. Shri Kawaljit Singh,
Assistant Director (SB & FS) prepared new procedure for SBCO to be followed
after migration of all offices to CBS. This procedure is available on our
website as given below.
SBCO PROPOSED PROCEDURE
v
Sealing of Vouchers and LOT
v
Post Office staff will write name of Scheme and TRAN ID in red
ink on the right hand side of the voucher.
v
One deposit slip and one withdrawal slip will be prepared for
auto-credit of MIS/SCSS/TD to Savings and Savings to RD.
v
One deposit slip will be prepared for the total of each type of
Agent commission credited into savings supported by consolidated list of
commission paid.
v
At the closing of counter hours, all vouchers should sorted
scheme-wise and TRAN ID wise. Vouchers should be tallied with LOT and LOT is to
be signed by Counter PA as well as Supervisor.
v
A consolidation of the scheme should be generated and
printed.
v
All vouchers including closed vouchers are to be sealed along with
print out of consolidation. One printed copy of LOT is to be taken and attached
to the voucher bundle separately.
v
In case of any adjustment if required in interest,
Postmaster/Sub Postmaster will raise the issue with Divisional head who will
approve adjustment and send letter to SBCO In-charge.
v
SBCO In-charge will use HIARM menu and enter interest adjustment
entry. All such approvals will be maintained in a gusrd file.
v
SBCO has to kept a watch on Freeze/Unfreeze Account report of
SBGRP and raise objection in case of suspicion.
v
SBCO Has to keep watch on some identified Office Accounts.
v
SBCO will get list of cheques issued by Postmaster against
matured/closed accounts and LOT of Postmaster Office Account 0340. SBCO has to
cross verify these entries and raise objections in case of any suspicion.
v
SBCO will get LOTs of some office accounts like 0382, 0017,0409,
0410, 0408, 0096, 0098, 0437, 0322, 0387, 0382, 0339 etc. SBCO has to preserve
these LOTs and in case of suspicion raise objections.
v
In case of closed accounts, no need to send SB-3 in CBS Offices.
v
There are many Finacle menus through which SBCO can test check
individual accounts. This will be optional to carry out these checks and raise
issues.
v
SBCO will get LOTs of some office accounts like 0382, 0017,0409,
0410, 0408, 0096, 0098, 0437, 0322, 0387, 0382, 0339 etc. SBCO has to preserve
these LOTs and in case of suspicion raise objections.
In
addition, Some of the features of the new roll are as under:
1. SBCO will
received all the vouchers as before and performs 100% general checking of
vouchers.
2. SBCO will check those
vouchers with system in which there is difference in account number and amount
only.
3. Maintenance of SB 62, SB 63,
Non Cash registers is discontinued.
4. Ledger agreement is
discontinued.
5. SBCO will receive
consolidated journals as before.
6. SBCO will tally consolidated
journals with HO Cash Book and send Statistical Returns to PAO.
7. SBCO will check annual
interest of 100 accounts in each scheme totally for HO and SO for the first one
and half year to ensure the software calculation correctly.
8. Annual interest figure will
be called from SOs and SBCO will prepare interest summary manually and submit
to DAP.
9. Preservation of records is
suggested as under: LOT- 1 Year, Vouchers – 5 Years, UD Pass Books – 1 Year
Consolidated journals – 1 Year and Statistical registers – 3 Years,
This procedure will be
applicable only for the CBS offices after migration of HOs and SOs to Finacle.
The new procedure will be circulated shortly after the approval of Directorate.

PROPOSED NEW PAY SCALES MINIMUM (AFTER MERGER) SUBMITTED TO 7TH
PAY COMMISSION – INDWF
Oral evidence submitted by National Council (JCM) Standing
committee and the VII CPC on 23.03.2015, 24.03.2015 and on 31.03.2015
respectively.
Proposed new pay scales after removal of existing Grade Pay
Rs.1900, Rs.2400, Rs.4600 and Rs.8700 in order to reduction of pay scales from
19 to 14.

to seek Cabinet nod for 240 cr to set up Post Bank

v The Department of Posts (DoP) will soon seek Cabinet approval for Rs 240
crore for setting up Post Bank of India.
v The DoP has plans to set up Post Bank of India under payments bank
licence. The Reserve Bank of India has already issued licensing norms for niche
banks -- payments banks and small banks.
v The DoP, which has applied for a payments bank licence, has a hybrid
model in mind to operate Post Bank of India. Reserve Bank Governor Raghuram
Rajan yesterday had said while the banking sector is set to undergo changes in
the next few years, "we are going to possibly have postal bank".
v "The Department is in the process of seeking approval for about Rs
240 crore from Expenditure Finance Committee which will then need nod from
Cabinet," an official source told PTI.
v As per RBI guidelines, payments banks would offer a limited range of
products such as demand deposits and remittances. They will not be allowed to
undertake lending activities and will be initially be restricted to holding a
maximum balance of Rs 1 lakh per individual customer.
v They will be allowed to issue ATM or debit cards as also other prepaid
payment instruments, but not credit cards.
v According to a source, Communications and IT Minister Ravi Shankar Prasad
has approved hybrid model suggested by Ernst & Young which prepared
detailed project report on Post Bank of India (PBI).
v "E&Y has come out with three models but suggested preference to
a hybrid model. Under which about 600 branches will directly operated by PBI
staff in post office premises and transactions in other parts of the country
will be supported by India post staff," the official said.
v Post Bank of India is proposed to have its own employees and IT
infrastructure. The transaction handled by India Post , employees will be
entered in to computer server of PBI.
v The Department expects revenue of over Rs 550 crore from PBI in first 5
years.
v "India Post will earn from every transaction it will carry out for
PBI and rents that it will get from its branches. India Post financial services
like saving account, postal life insurance will continue as it is," the
official said.
v The DoP will evaluate its five year performance as payments bank and then
it will take call of setting up full fledged banking service.
RESOLUTIONS PASSED IN ALL INDIA CONFERENCE HELD FROM DATE
18.04.2015 TO 19.04.2015 AT SHEGAON (MAHARASTHRA CIRCLE)
Resolution No. 01: SBCO staff is doing post audit work. Therefore SBCO staff, by
identifying them as subsidiary offender for the SB frauds is injustice and they
will not be held responsible for amount defrauded by counter staff or SAS/MPKBY
agent and no recovery should be made from SBCO staff.
Resolution No. 02: As the SBCO staff is working under SSPOs/Postmasters they are
forced not to raise objections or forced to admit genuine objections. Therefore
administrative control i. e. writing of APAR of SBCO staff should be
transferred to AO ICO (SB) as earlier.
Resolution No. 03: Group
of HOs - Cluster: This
problem had already been taken with Directorate in two occasions vide Union
letter NO: CHQ/14-SBCO-Transfer cluster/AISBCEU/2014 Dated 30.09.2014
& 28.12.2014. Since, the Department is denied to consider the welfare
matter of transfer policy and reiterated
their earlier stand vide D.G. Posts letter No. 141-141/2013-SPB II dated
31.01.2014 & No. 141-229/2014-SPB II dated
28.01.2015 that
“the rotational transfer of the staff of the
Savings Bank Control Organization may be made within the cluster of Divisions
and / or Head Post Offices only, which fall in the same Postal Division or/ and
a neighboring Postal Division and are located in the same Region. It is
presumed that the Circles/Regions have already worked out the clusters of HPOs
for this purpose”.
Due to this above order, all Circles have
issued orders by clubbing both Divisions as one cluster with a distance of 100
KMs to 200 KMs and now they are ready to issue Rotational transfer during this
year of 2015. If the new policy will be
implemented this year, many of our staff and their family members including
children will suffer. The implementation of above clarifications dated
28.01.2015 must be deferred until the disposal of the case, till such time as
per the existing policy issued in the year of March-2000 may be followed.
Resolution No. 04: In Connection with CBS implementation in all Circles, all vacant
post of PA (SBCO) should be filled immediately and also all the PAs, SBCO
deputed to CPC may be recalled to the parent Unit of SBCO to manage the
shortage of staff in all the SBCO branches.
Resolution No. 05: Cadre restructuring of SBCO cadre should be taken on priority.
Representative of this union should be called for meeting of cadre
restructuring of SBCO.
Resolution No. 06: SB Control procedure should be updated on par with CBS
implementation and the new “Roll of SBCO procedure” should be defined
immediately.
Resolution No. 07: SBCO staff should be treated as organized account cadre staff
and grade pay of organized account cadre should be granted to SBCO staff. In CBS also, our role is defined as
audit staff. This proposal is high lightened in the 7th CPC
Memorandum submitted by our Union and again formal meeting was attended with
Chairman, 7th CPC at Mumbai.
Resolution No. 08: All vacant supervisory posts of LSG, HSG II and HSG I should be
filled on seniority basis from PA (SBCO) cadre as most of the PA (SBCO) are
drawing HSG I (MACP III) grade pay.
Resolution No. 09: Finacle software problems must be rectified and the slow process
of this software must be updated with latest version of Finacle software.
Resolution No. 10: All the SBCO staff is to be given Finacle software training for
a week to discharge their auditing duties properly.
Resolution No. 11: The implementation of 7th
CPC must be given w.e.f. 01.01.2014 with 50% DA merger.
Resolution No. 12: In the revised SBCO procedure after CBS, the preservation of
records/vouchers period must be reduced for which no accommodation is provided
by the Divisional Head to keep the records/vouchers.
Resolution No. 13: Discontinuance of V2 software in all Circles: Since almost this
software was withdrawn in 15 Circles and now it is under use only in eight
Circles. Uniform stand has to be taken in this regard.

It is noticed that the rival
union is forcing our members to accept their membership. All members are
therefore requested not to believe on the propaganda of the rival union and be
united under the banner of AISBCE Union. Fresh
membership verification will be carried out in the coming months. New membership form will be supplied by the
Directorate which will be circulated to all members and displayed on our Union
website. All members are requested to fill up the forms supplied by our
union and send them to their Circle Secretaries for onward submission to
concerned authorities.
