Dear Comrades,
I am
very happy to meet you all through this bulletin with DEEPAVALI Greetings. On the auspicious day of DEEPAVALI, I
wish you very happiness and the fulfillment of all dreams of you and your
family members.
Our Union has taken action with Directorate from 2013
onwards about the Roll of SBCO after CBS implementation and one more reminder
was issued in the month of October-2015 to issue orders in earlier. After our
intervention, Group of meeting of SBCO officials was arranged in Chennai in the
m/o April-2015 and some decisions had been taken. Now, the CBS roll of SBCO order
is released vide SB Order No.14/2015
dated at ND-1
the 19.10.2015 [See the details
of the order in our Union Website] with some changes in
the earlier group of meeting of SBCO officials. Hence, our union objected some
issues regarding LOTs and preparation of consolidation; it should be changed as
decision taken in the group of meeting. The detail of the letter and
suggestions made by our Union is given with this bulletin.
Myself and our President Sri.R.K.Tandon have been
planned to visit Directorate and discuss with Secretary[P], DDG [FS] and
Dirctor [CBS] about the suggestions given by our Union shortly in the third
week of November-2015. During our visit, our Union will discuss all other staff
grievances including cadre restructure, Organizing accounts cadre pay scales
and transfers within the group instead of with in Divisions.
The Union monthly subscription is
going to be started for recovery from the monthly salary from this month
onwards. All the members/Circle Secretaries are requested to watch the recovery
whether it is being recovered for our Union or not. In case of any false
recovery of Union, this may please be brought to the notice of the Head Post
master and Circle Secretary for immediate action.
All the Circle Secretaries are requested
to send the total members of each Region of their Circle to CHQ for comparing
it with the figures of the Directorate. Then only, we can be alert to avoid
false arrival of figures about our Union membership.

Dear Comrades,
Beware of “Bibhisan”
being
the product of our lifetime enemy who has been trying for about fifty
years to merge the SB and SBCO Branches of HPOs. Their foolishness has
deserted the SOSB Branch and ultimately going to assist the SBCO Branch in
their Audit function vide SB order NO. 14 /2015 Dated 19.10.2015(enclosed).
(i) You should keep safe
distance from the representative of nonrecognized “AIPSBCOE Association”
with the following reasons:
1.
It’s recognition had been withdrawn vide D.G . posts letter
No. 16/75/2010-SR Dt. 29.06.2011 (copy enclosed) with the membership
figure 12.09% .
2.
They had tried to be recognized in 2010 by stealing our membership
figure in many Postal Circles which were reviewed & rectified with the High
court intervention.
3.
It was formed in 2010 by some interested persons who
have been trying to wind out the SBCO for about fifty years.
4.
One person of them have been misguiding the new comers
with flying news even on 14.10.2015 and 29.10.2015 scheduled for
document verification at Yogayog Bhawan.
5.
Five days week had been discontinued with the
objection of their representatives.
6.
Their foolishness in performing huge MIS works on incentive
basis without any regular staff arrangement .
7.
The extra workload on MIS voucher checking ,agreement work
has pushed the SBCO before a fire station .
(ii) You should sign
the letter of authorisation and send the same to the undersigned with the
following reasons:
1. “ ALL INDIA
SAVINGS BANK CONTROL EMPLOYEES UNION” is the only recognized Union since formation
of SBCO in HPOs all over the country in 1962.
2. AISBCE Union enjoys
the support of 75.39% member vide D.G.posts letter No.13/01/2010-SR Dt.
29.06.2011 .
3.
Our Union observed two days all India
strike on 12.02.14 & 13.02.2014 with a demand for Jr.Auditor,
Sr.Auditor & Audit officer status to SBCO staff since we had originally
been under P&T audit. Resultantly D.G. Posts issues order NO. 14
/2015 Dated 19.10.2015 regarding role of SBCO in CBS which provides voucher
checking work(Audit function) by PA(SBCO).
4.
DOP has been compelled to allow our transfer/Posting within group
of HOs instead of circle transfer under prolonged persuasion of our Union.
(iii)Audit status to SBCO
under DOP:
1. The members of our
Union observed all India SBCO strike on 12.02.2014 and 13.02.2014 on the demand
.
2.
We filed petition before the CAT, Kolkata vide NO.793 of 2006 ,
Being the applicant ALL INDIA SAVINGS BANK CONTROL EMPLOYEES UNION Vs.
Respondent Secretary Posts and others . Our demand “Audit status to
SBCO under DOP” was heard on 28.11.2007 . Shri S. Talukder the then High
court Lawyer and now one of the judges of Calcutta High court pleaded in favour
of us .CAT ordered on 11.01.2008 to examine the issue by the Respondent.
Resultantly D.G. Posts issues order NO. 14 /2015 Dated 19.10.2015
(enclosed)regarding role of SBCO in CBS which provides voucher checking
work(Audit function) by PA(SBCO). Previously there had been a space on the
voucher marked “ Auditor” where the SBCO staff put his/her
signature as auditor after the voucher checked . Now we have to carry out the
same function of Audit. There is no difference between the two.
3. Now we expect the financial
status with higher grade pay which is likely to be awarded by the
DOPT/DOP in near future.

First of all I , on
behalf of our Union thank the 7th CPC for giving its valuable time to
our union to put up our grievances before it. My introduction is that I am
President of All India Savings Bank Control Employees Union, CHQ at Lucknow as
well as Circle Secretary of All India Savings Bank Control Employees Union,
Maharashtra Circle Branch, Head Quarter at Mumbai.
This union is
representing more than 85 % staffs of the SBCO cadre in Department of Posts.
The total number of staff in SBCO cadre is approximately 3500 in all over the
900 Head Post Offices in India. One SBCO branch is established with minimum
staff strength of 2 to 7 officials to audit the daily Savings bank
transactions of Head Offices and Sub Offices. But this branch has not been
given status of Organized Accounts cadre as referred in the above reference
under Sl.2 above letter Dt:28.02.2003 issued by the MOF - Department of
Expenditure.
Our Union made a
representation to the Secretary [P] to implement the revised pay scales recommended
to the organized accounts cadre by the Ministry of Finance with the
comparative statement of SBCO cadre and Postal Accounts cadre pay scales is
given below to your kind information. Our demand is rejected by the Department
vide DG[P] Lr.No:1-25/2003 Dt.13.06.2005 that as the recruitment rules, pay
scales, promotional avenues of SBCO staff differ from the Postal accounts
cadre, SBCO staff have no relation with the accounts cadre of the Department of
Post.
Before merging our
cadre of LDC/UDC in the year of 1991 as Postal Assistant [SBCO] placed in the
scale of Rs.4000-100-6000 equivalent to UDC scale., the basic qualification for
UDC post is Degree and at the time of merger more than 70% of staff were
working in UDC cadre and the remaining LDCs who were in seniors due for UDC
promotion. The merger was done in the interest of service for implementation of
MACP/TBOP. Hence, the reply given by the Department was not a genuine
consideration.
As stated in the
memorandum submitted by this union on date 29.05.2014 this union had requested
Hon,ble CAT Kolkatta Bench under O. A. No. 793 of 2006 to declare our cadre as
Organized Accounts Cadre. The Hon,ble CAT at Kolkatta delivered its judgment on
date 15.01.2008 and directed to approach to Honourable 6th CPC as it was
the right body to decide this case. As such our union approached to 6th CPC vides our union
letter No. CHQ/SBCO/Postal/153/2008 dated 22.02.2008. Since the judgment was
delivered after finalization of 6th CPC report, our views
were remained unheard.
In this connection we have submitted our
detailed memorandum to Honourable 7th Cental Pay Commission
on date 29.05.2014. The work of auditing and accounting of Post Office Savings
Bank transaction was previously done by Postal Accounts Office i. e. Director
of Postal Accounts. In the year 1965 this work has been decentralized to
Head Post Office level and SBCO i. e. Savings Bank Control Organisation has
been formed in each Head Post Office.
Even though, our cadre
is declared as identity cadre for auditing the Savings Bank transactions, the
staff of this section is under the administrative control of Postmaster and Sr.
Supdt. / Supdt. of Post Offices instead of auditing officers of Director/Chief
Accounts Officer [Accounts].
As per present status,
Sr. Postmaster/Postmaster or Sr. Supdt. Supdt. of Post Offices is the
head of Postal Savings Bank. The SBCO staff is auditing the savings bank work
which is being done under control of Sr. Postmaster or Sr. Supdt. / Supdt. of
Post Offices. In this case the SBCO staff could not perform their auditing
duties effectively as they are working under the administrative control of Head
of the Savings Bank i. e Postmaster or Sr. Supdt. / Supdt. of Post
Offices. In other words we are auditing /checking the work of our boss. .
In this present situation, lot of pressure/torture/threatening is given
by the administrative officers of Sr. Postmaster or Sr. Supdt. / Supdt. of Post
Offices on our staff not to raise objections/point out the mistakes to
show our good picture of the Division /Office. This hampers the very purpose of
checking and auditing. It is therefore necessary from audit point of view
that the staff of SBCO should not be under administrative control of Head
Postmaster or Sr. Supdt. / Supdt. of Post Offices.
Hence, now our Union
takes up this matter with Seventh Central Pay Commission to consider of demand
in favour in view of the following reasons.
1.
Before bifurcation our cadre from Director of Postal Accounts in
1965, which work was attended by the audit office staff regarding the Savings
Bank Transactions, the same is being continued in SBCO branch under the control
of Accounts Officer placed in Internal check Organization called as ICO in each
PMGs office. Here, the Accounts officer is the Postal Accounts cadre staff. If
we are not doing the auditing work, what is the necessity to appoint an
accounts Officer to supervise our auditing work.
2.
In the SB-7 voucher [Withdrawal Form] , a separate square box is
printed as Auditor to place our signature to ensure the auditing voucher.
3.
In our cadre name, it is called as SAVINGS BANK CONTROL
ORGANIZATION [SBCO] , if we are not organized cadre, there is no need to
specify the name as Control Organization.
4.
In the recent our Department CBS implementation, our role is defined
as Auditor for controlling the daily Savings Bank Transactions.
5.
In the Departmental of Expenditure memorandum Dt:25.02.2003, there
is no specific condition was given for not applicable to postal wing, instead
it is clearly mentioned
that it may be extended to the corresponding categories in all the organized
Accounts cadre.
6.
Hence,
the revised scale recommended by MOF for organized account cadre may please be
recommended to SBCO cadre w.e.f 1.1.1996 for re-fixation and the pay benefit
from 19.02.2003 like other auditing staff.
7.
Our cadre must be declared as Organized Accounts cadre w.e.f retrospective
from 28.02.2003 and the SBCO may be brought under direct control of DAP through CAO
(SB) and re designated as Auditor, Sr. Auditor, Chief Auditor and Jr.Audit
Officer and Audit officer ( PA, MACP - I, II, III respectively) as given in our
memorandum.
Unless, the SBCO staff is brought under
the control of auditing officers of Director/Chief Accounts Officer [Accounts] other
than Postmasters and Divisional Heads, then only they can discharge their
audit duties without fear. In present setup Postmasters and Divisional Heads
are the disciplinary authorities of the SBCO staff.
This union therefore
requests your kind honour to consider our views and declare SBCO cadre as
Organised Accounts cadre in the public interest to render our auditing service
properly.

(V)Membership
verification : One copy of authorization form is enclosed . All the
new comers will sign (at two places)the form leaving other
part of the form blank for filling up by the Circle Secretary. The
signed copy will be sent to the secretary for further disposal .
All the members are requested to ensure
that the newly recruited 40 PAs (SBCO)are convinced in favour of us
immediate after joining at SBCO. Some agent of unauthorized Association will
try to misguide them. The recognition of All India Postal SBCO Employees Association(12% member) had been withdrawn vide
D.G. Posts letter No. 16-75 /2010-SR Dated 29.06.2011 (copy attached).
Thereafter the Association has stolen our 47 membership figure in respect
of Jharkhand Circle and arrived the percentage 16% . It was brought to the
notice of D.G. Posts by our General Secretary . Accordingly the
recognition of AIPSBCOE Association with 12% membership is
going to be withdrawn vide D.G. Posts letter No. 16-75 / 2010 - SR
Dated 31.01.2015(copy attached).
So, you are requested to be alerted from
such a Association . Some interested persons have been trying to
divide our union being the only recognized union for SBCO category. The
Association was formed in 2010 not for betterment of the SBCO but to fulfill
some political agenda .Some founder members of the Association have been
trying to wind up the SBCO for their political interest . Even they proposed
before the secretary(P) for merger of SB & SBCO Branches. Even their
Circle Secretary & some
other office bearers who had been belong to some union of non SBCO category.
They have appeared before us wearing a mask to fulfill their old dream .They
are not well wisher of SBCO and will never be a friend of SBCO. The SBCO
staff are very aware of their anti SBCO activities. Accordingly the SBCO
staff has rightly refused such masker & got only 12% membership. The new comers
are being misguided and cheated by those unauthorized person who have no link
with SBCO. Our duty will be to protect the new comers from such non SBCO
people.It is again requested to ensure 100% membership in favour of “ALL INDIA
SAVINGS BANK CONTROL EMPLOEES UNION and weeded out the ‘AIPSBCOE Association’
with not a single new member to protest against their anti workers
activities.
Let the new comers, who are going to the
members of SBCO family in this month, be believed that “you should come under
the only recognized AISBCE Union with more
than 85% member, beware of the Association having 12% member”.
